be allowed within base FSI subject to Principal DCPR. Notwithstanding anything contained in this regulation, if any development on plot in TOD zone is proposed within base permissible FSI (without TDR or Premium FSI) as per provisions of Principal DCPR, all other provisions of Principal DCPR shall be applicable.
